Our client, a global retail player operating across around fifteen European Union countries, is looking for a team of consultants to support the compliance of its European subsidiaries with the PPWR (Packaging and Packaging Waste Regulation) and the associated Extended Producer Responsibility schemes.

Proposal expected by 21 September, with presentations to be scheduled the week of 28 September. Assignment start on 19 October.

Fluent English required.

Candidates are asked to prepare a practical case study.

Team composition sought:

  • A senior engagement director, accountable for the overall framing of the assignment and the relationship with the sponsor
  • A dedicated PMO consultant, named in the proposal and significantly involved throughout the project: leads the day-to-day governance of the programme, cross-functional coordination and reporting
  • PPWR / EPR regulatory expertise available within the team (in-house or as backup support), ensuring access to up-to-date expertise on the regulation and the associated EPR schemes

Assignments:

  • Map the PPWR and EPR obligations applicable to the client's operating model, by flow, country and type of obligation, including associated risks and sanctions
  • Define the roles and responsibilities of each entity based on an impact assessment
  • Build a compliance roadmap structured by regulatory pillar and deadline, including a RACI matrix
  • Prioritise short, medium and long term actions in line with the regulatory calendar
  • Identify needs in terms of existing tools or tools to be developed
  • Lead the consolidated action plan: governance, cross-functional coordination (purchasing, legal, supply chain, sustainability, finance, local teams), workstream animation, monitoring dashboard and reporting to the Executive Committee
  • Prepare arbitration points and formalise the processes, guides and training materials needed to upskill the teams

Expertise:

Required

Proven collective ability to lead complex PMO projects involving multiple cross-functional stakeholders, autonomous, comfortable with both operational teams and senior management
Pragmatic, action-oriented approach rather than a purely theoretical or strictly legalistic one
Significant experience supporting distributors and/or importers, ideally in consumer goods or beauty retail, on regulatory matters
Strong knowledge of packaging regulation within the team; hands-on PPWR experience is highly valued
Fluent English required, fluent French
